Dear Sheriff Devereaux, i am still waiting for your reply, regarding my third letter sent to you. Please notify me as i can't proceed further without your word. Might i add that high court of justice will get involved should you decide to dismiss this letter. I would rather avoid that, but i also know the complexity of the case, hence i will give you one more week to investigate and get back to me. Just to be sure, i will be sending the Complaint Letter #3 once again for you to read, if yours got lost along the way. It will be available for your leisure down below:
Dear Sheriff Devereaux, i've been writing complaints non stop these past few days, and i feel like i must apologize for taking your precious time, but i won't do that because all of these complaints have a solid reason to be in front of you. Concerning the case of Mister Cleo Lynch, you ought to investigate more, since it has come to my attention that your officer Yuri mowed down people with AK 47 at the bank, and the people who were jailed were helping YOUR officer to survive the ambush. Now i don't condone Mister Lynch's actions, but what i find most interesting is that Lynch was arrested along with another person, yet Mister Yuri walked away free, even though he had an automatic weapon in front of the bank. I would like to know how exactly did Yuri prove his innocence, since he was very un-cooperative and refused to talk with me on that note. A guard in front of the bank, Mister Ivan, said that he was on his break and didn't see anything, which is absurd if you think about it.
Fact remains that injustice has been done, and i urge you to reconsider re-opening the said case, as you can see it has caused quite a commotion among the town, and they are all blaming your department for not putting more work into finding out what really happened. Mister Lynch hid from me the fact that he killed someone, but he thought that "self defense" is not a murder, and he is somewhat correct, the law for murder varies by jurisdiction. In most US jurisdictions there is a hierarchy of acts, known collectively as homicide, of which first-degree murder and felony murder are the most serious, followed by second-degree murder, followed by voluntary manslaughter and involuntary manslaughter which are not as serious, and ending finally in justifiable homicide, which is NOT A CRIME. Re-open the case, and if you won't do that then i'll have no choice but to investigate on my own, as always, and bring some form of justice in these arbitrary times. The truth is hard to find, but not impossible. And please do try to speak with Mister Yuri on this matter, perhaps he'll be more open to talk with the Sheriff, since i am just a runt of a detective.
But this is not the only problem that i wish to address in this letter. It has come to my attention that there is a warrant put out for me, a warrant that was given out by Captain Rosso, apparently it was on August 16th this year. If you examine the warrant i've provided within this letter, you will see that it was given out two days ago, about the same time i've sent my first complaint. I find this reason to be laughable, and it proves a good point of how your officers do things. It has been a long time since i've had the pleasure of seeinng Mister Rosso, yet he put out a search warrant for me because i am disturbing the peace? I would like to get a written explanation from him as well, since these last two days, i've done nothing but defend the rights of the citizens of Angel Pine, meanwhile all he did was making up false accusations that have no merit nor ground to stand on. Speaking of ground, i was near the department this whole time, and nobody even approached me to tell me that there's a warrant put out for me. I must commend Detective Hunter Soto who actually gave me the copy of the document so that i can act on it before it became too late. Should Captain Rosso provide the proof of me disturbing the peace in town, i will not resist arrest at all, and will gladly go to jail cell where i belong. If he cannot provide the proof, then i want his resignation from the department. Corrupt cops that put little effort into finding out the truth shouldn't be the protectors of this town. If i was disturbing the peace, shouldn't i be approached by the police then and there? This way it seems as if i evaded justice, and would only spiral down to insane fines and jail time, and trust me, this isn't the first time Rosso did something like this, you should really open investigation, and see what your Captain has to say for himself.
Should you decide to ignore this complaint, as always i am ready to go one step further and call upon the high court of Los Santos, where we can finally come to the bottom of Captain Rosso's actions. You've shown me recently that you care for justice Sheriff Devereaux, and i wouldn't bother you with this unless i had a good reason, counting Mister Lynch's actions as well as your Captain's.
